Bill Would Exempt Returning H-2B Workers From Counting Against Cap.

The “Save Our Small and Seasonal Businesses Act of 2007” (H.R. 1843/S. 988) would ensure that returning seasonal workers continue to be exempt from an annual cap of 66,000. The exemption expired on September 30, 2007. The U.S. Chamber of Commerce and other business organizations support the legislation. Sens. Barbara Mikulski (D-Md.) and John Warner (R-Va.) introduced the bill. Sen. Mikulski vowed to continue to fight for the provision despite the expiration. “Without these seasonal workers, many businesses would not survive – forced to limit services, lay off permanent U.S. workers or, worse yet, close their doors,” she said. “I will use every option available to move this as a stand alone bill or to attach it to another piece of legislation.”
